When these articles are imported, the importer might not yet know to which country he would re-export them; and it is natural that the merchants would wish to have a permanent supply of such articles in the Government Store to meet orders sent to them. Morphine, Cocaine, and Compounds of Ophum upon being landed in Macao are deposited in the Government Store whence they could only be removed for re-exportation in closed and sealed wrappers or receptacles such as when received at the time of deposit. And as re-exportation could only be made to countries where the entry of these articles is not prohibited or restricted, His Excellency the Governor thinks that it is only necessary to demand the declaration of the place to which expor- -tation is intended to be made when the licensees purpose to

export and not when they simply intend to deposit at the Govern-

-ment Store.

His Excellency the Governor will be glad to have the opinion of His Excellency the Governor of Hongkong on the measures proposed.
